Here's the homepage of a new open source MPEG4-based video codec, called 3ivX. It's to be launched on December 15th. Amongst other things, Amiga support is promised.

As far as I know, anything less than a 700mhz duron is unable to provide enough horsepower. An amiga port is just for the sake of showing it.
Both playback and encoding require mass cpu power.
I don`t think an amiga option, certainly on classic is even worth it.
