While there are OggVorbis players for most platforms, this is not the same as having the codec embedded into your hardware, so the petition has a valid point.
The only problem I see is that the companies producing rival codecs might start to invest money in making sure OggVorbis codecs are NOT used in the same soundcards their codecs are used in, which would not be a good thing.
