As soon as you put some restrictions avoiding the users to be able to use it at its full potential and as you don't sell it, Yes. MorphOS is limited in time for example and is free. But even the public beta of MorphOS is legal at it runs in the same hardware even decompilation is legal, reverse engineering is obviously legal and reading the chip rom is legal. Because MorphOS 0.4b run on the same hardware as AmigaOS all practices available for the interoperability between MorphOS and AmigaOS are legal. That's why Amiga Inc don't sue the MorphOS Team actually, simply because on current Amigas MorphOS is perfectly LEGAL. The possibly illegal state of MorphOS will only exist when it'll be available for Pegasos as the hardware is different and then practices like using a copy of ROMs or having decompiled AmigaOS codes will become illegal.
