I hope that wasn't aimed at me, 'coz I never said it was a bad thing to develop various parts before the kernel is finished. It's not like there's a choice.
OTOH, it's hard to give any credibility to any proposed completion dates until that kernel is ready. Kernels can be tricky things to get right (see how long it took the FSF to produce a functional HURD), and there will be a certain amount of work - not to mention beta testing - to be done *after* the kernel is ready, none of which can be done satisfactority until then.
