i noticed a new video on aminet:

the download is still in progress, but i'm sure it will finish to convince all amiga users thats the ppc amiga they are waiting since years is finally arrived

The last information we had ( from Thendic ) is that the board is buggy - which is reasonable - and therefore I would be surprised if they did widen their developer list.
However, the onus is on the operating system provider to get their hands on hardware that they want to port on unless they have a very cosey relationship with the hardware manufacturer.
Thus, Hyperion who have a cosey relationship with Eyetech are amongst the "key developers" who currently (rumour;-) ) have an A1G3 and the MorphOS developers who have a cosey relationship with BPlan have access to a Pegasos.
If MorphOS wants to compete on the A1 platform then they can/should/have ordered a dev board or wait until the final production run.
If Hyperion wants to compete on the Pegasos platform then they can/should/have ordered a dev board (which they have) but there is now an additional complication.
Given that AOS4 is now OEM bundled only the hardware manufacturer has to ship them with the boards in return they get to use the Amiga name.
Both this and BPlan/MorphOSs bundling strategy are designed to get people using one or the other OS out of the box.
