The words "distribute" and "distribution" are context sensitive. Distribution is clearly defined differently in copy right law and in the GPL.
From what I understand of the GPL you do not need to release source if you do not intend to distribute the software. Beta testing doesn't count. For instance, one might choose to develope software, beta test it and then choose to not release it. It would be ridiculous to expect someone to release the source code at such a point. Remember, beta code is considered unfinished and highly unreliable. It's value to the community is rather questionable at this point.
Another example of this is if say a developer writes software for their own personal use. If the developer in question asks his friend to test it for him, would he need to release the source to the world? Of course not. One more example would be the case where a development team develops code using GPLed components, tests it and then decides they do not wish to use the GPL components anymore. Do they still need to release the source, assuming the software has never been distributed outside the development and test team? Of course not! The idea behind GPL is not to hurt developers but to help developers. Forcing developers to release every bit of code that touches a GPL license is silly and generally not very useful to the community.
So to summarize, distributing GPLed software exclusively to beta testers does not mean it's being distributed to the public at large and therefore no need to release source code. Get over it.
