On the Amiga Website you'll find a joint communicate from Amiga, Hyperion and Eyetech.
November 19, 2002 - With the AmigaOne now shipping and AmigaOS4.0 in its final stages of development and testing, the time has come to begin letting the rest of the world know the good news, that the Amiga is alive, well and ready to let the World have fun with computing again.

Sorry, WRONG :) MorphOS was started because they wanted to make a PowerPC OS compatible with AmigaOS apps instead simply waiting for years. At the time MorphOS was planned, Amiga Inc was still a Gateway company. And as they had something working very quickly (even before Amiga Inc changed their mind (mainly because they've seen MorphOS in fact :) ) to announce AmigaOS 4) why should they have stopped?

An OS is indeed required to have something running on the machine to find bugs ;-) (I'm just kidding, as there is Linux on the AOne)
