Aimonc, A Controltool for the Linuxbased Softwarerouter fli4l is ready.
Have a look at www.mobacomp.de (German, no Englisch Site, sorry)
With fli4l, one could build up his own Router, you just need an old 486er with Floppy Disk
and the fli4l Software. Have a look at www.fli4l.de
With Aimonc, you are able to control this Router, on/offline, reboot etc.
