It is. At least for AmigaOS 3.x. It was included with StormC which was the
"official" compiler for AmigaOS 3.x (there were some texts on amiga-news.de
and other sites a long time ago about this "official compiler" thing).
Besides this: a library can obviously not be GPL'ed by someone who is not
the author of said library.
