For OS4, no public SDK exists, neither for m68k nor for PPC (I mean PPC cards in classic Amigas). For MOS, the SDK can be downloaded and there are compilers for PPC and m68k but the cross compiler is old and who knows how good it is. If you have a PPC card in your Amiga, you could probably use that old free MorphOS zero point something for compilation. Unfortunately the MOS SDK is tied to gcc, otherwise vbcc could be used. From what I have heard, it is a good cross compiler.
