He also wrote as has already been stated, that he's still looking for people who will develop commercial-quality software for the PDA's.

Thats also my understanding even though i am not sure if your point 1 & 2 won't be the same. I dont know if your point 1 (running a cut down runtime version) will not be the same as running a (smal basic) hosted version of AmigaDE?
Anyway I think your right about the minimal cut down version will be used for PDA content.
