Somehow I don't think that argument is going to fly... in ANY country ;)
Obviously a lottery is a different deal than a sweepstakes offered by a manufacturer, but lotteries are also tightly regulated. Has Amiga, Inc. been granted permission to conduct a lottery by the regulators in Washington State? Not to my knowledge. So what they're doing doesn't seem to qualify as a lottery or a legal sweepstakes.
