Language negotation is controlled by the user either in the OS or in the web browser, it's a locale feature. If YOU set it up wrong don't point the finger at me or Google. If someone else (e.g. ISP, computer vendor, little sister) set it this way then change it, and don't point the finger at me or Google.
I just tested Google (since it has always communicated with me in English) and sure enough it does obey language negotiation properly, responding in Afrikaans when I suggested that I knew only Ancient Greek, Elvish and Afrikaans. At least, it looked like Afrikaans to me. Certainly not Greek.
In most browsers setting your language preferences takes less than 30 seconds (a couple of minutes if you're particularly multi-lingual) and thousands of sites written by people who actually read the documentation will magically appear in your preferred language without any further action. Now we just need to convert a few million more sites and life will be as easy as it should be.
