I think all operating system have a BSD socket implementation. It's an API (Interface = some functions) to etablish IP (or even local) communication for application.
It's just like OpenGL, almost compatible, but not implemented the same way (TinyGl, MiniGl, Mesa ...).
Of course, you are not suppose to know every computer stuff, but when CISC or Nicolas SALLIN says something, you can ussually trust them !
