There is no higher price for the Pegasos anymore, you will only be able to buy AOS 4 with licensed hardware. Maybe there will be an "upgrade" option that will allow you to install AOS on a board that does not have the necessary ROM modifications.
However, this does not stop interested parties (e.g. dealers) of buying Pegasos boards and work with Hyperion (and Amiga Inc, if necessary) to make them AOS 4 ready. Yes, this will most likely mean a slightly higher price than a stock Pegasos from bPlan, but then again they are not that interested in having AOS 4 on their board anyway, as they have other industry customers that will buy the boards in quantities they most likely could never reach in the remaining Amiga market.
And besides, apparently nobody has seen a Pegasos board yet anyway, so how could they get AOS 4 running on it at this point?

That's exactly would will be possible when you buy a certified combination of hardware and software. Where's the problem?
And what is with this "the -Hype-erion Crew tries to force Pegasos-User to buy 3 OSes" statement, when the argument for the Pegasos always used to be that with the Pegasos you get two OSes (Linux and MorphOS) for free (plus FW)?
Some people need to get a reality check, and should wait until products are actually available on the market, before they discredit them.
